Tom Swantko, PE, GE
Principal Geotechnical Engineer
Mr. Swantko has more than 40 years of experience in performing geotechnical and seismic studies for a wide variety of private and public works projects, including roadways, bridges, pipelines, water treatment plants, hillside residential developments, high-rise buildings, port facilities, refineries and storage facilities. He has performed geotechnical studies for major projects in Indonesia, Iran, Tokyo, Florida, and Ohio. Mr. Swantko served as reviewer for the City of Simi Valley Department of Public Works for geotechnical reports submitted for commercial and residential projects within the City.
Dr. Kul Bhushan, PE, GE
Principal Geotechnical Engineer
With over 40 years of geotechnical experience, Dr. Bhushan has led projects involving bridge and seismic retrofit, harbors, petrochemical, nuclear and solar plants, medium and high-rise buildings, airports, and a large number of other projects such as schools, hospitals, commercial, and residential structures. Responsibilities consisted of complete geotechnical investigations, construction supervision, and analyses and development of recommendations for earthwork and site preparations, deep and shallow foundation and settlement design, deep excavation and shoring, slope stability, and earthquake hazard and design.
HANS MAGER, PE, SE
Structural Engineer
With over 38 years of experience, Mr. Mager has been involved in consulting and teaching all practical aspects of structural engineering in California. He has performed numerous design and forensic evaluations of structures and served as an expert witness representative in cases involving defective/unsafe structures and proper/improper constructions. He has worked extensively with attorneys, private banks, city and county operation departments, manufacturing facility developers, and private property owners. He has taught at California Polytechnic State University in both the School of Engineering and School of Architecture.
BENJAMIN SERNA, PE, GE
Senior Geotechnical Engineer
Mr. Serna has more than 10 years of experience practicing geotechnical engineering for a variety of private and public works projects. In addition to his experience in forensic investigations, He has been involved with planning, design, and construction of commercial/residential developments, flood protection and water storage facilities, transportation facilities, and education facilities. His experience includes shallow and deep foundation design; seismic retrofit design; earthquake ground motion and liquefaction potential evaluation; seismic slope stability; shoring and retaining wall design; and design of permanent ground anchors.
IAN MELLOR, PE, SE
Structural Engineer
Mr. Mellor has over 30 years of experience in the construction industry. He has an extensive experience in structural engineering including seismic and structural evaluations of earthquake-damaged school buildings, modernization and upgrade project of San Diego Unified School District and Department of Defense facilities, evaluation and seismic rehabilitation design of historic theatres, seismic retrofit of unreinforced masonry buildings. Mr. Mellor was a member of the Haiti post disaster relief effort team that performed damage assessments for more than 200,000 units in and around the Port-au-Prince area.
Dr. Glenn Burks, PE

Dr Burks has over 18 years of experience in both technical and project management for site investigations, remediations, and hazardous materials handling projects. He has managed environmental components of large-scale construction projects and served as the technical lead on soil and groundwater remediation projects located at airports, rail yards and industrial and educational facilities. Dr Burks also serves as a primary team member for the ASTM Committee currently developing the National Guidance for Green Remediation.
RUVIN GRUTMAN, PE, PLS
Civil Engineer and Land Surveyor
Mr. Ruvin Grutman has nearly 40 years of civil engineering and land surveying experience. His expert areas includes grading and drainage, hydrology and hydraulics, streets and highways, storm drains and sewer systems, retaining walls, water supply, subdivisions, land development, boundaries, easements, and American Land Title Association (ALTA) surveys. Mr. Grutman has testified in over 30 litigation cases as an expert witness regarding design defects, construction defects, property rights and feasibility of construction.
JERRY SHERMAN, LEED AP, CAC, CDPH
Hazardous Materials Service Manager
Mr. Sherman has more than 28 years of environmental consulting experience, with a focus on hazardous materials (HazMat) as they relate to emergency response and construction projects. His responsibilities includes performing HazMat investigations, surveys for asbestos, lead, and hazardous materials, conducting air monitoring services during abatement, indoor air quality studies, microbial investigations, collecting soils and ground water samples, evaluating regulatory compliance, and providing client liaison services. He is also an Inspector/Assessor HAZWOPER Supervisor and a Mold Remediation Supervisor
ROB STROOP, PE, GE
Associate Geotechnical Engineer
Mr. Stroop has nearly 30 years of experience providing project management and team leadership on a wide range of local and international projects. He has worked within diverse and unusual geologic environments, ranging from the saprolites of Hong Kong, the micaceous sands of Bangladesh, and the saline “Sabkha” deposits found in the Middle East. Mr. Stroop’s responsibilities included subsurface exploration, laboratory testing, analysis and design, technical and financial administration, scheduling, quality control/assurance, and preparation of geotechnical reports, drawings and specifications.
KRISTEN CHANG, PE
Senior Geotechnical Engineer
With over 12 years of experience, Ms. Chang has worked on a broad range of projects in the field of geotechnical engineering. Her areas of expertise include design of foundations and earth retaining structures, and geomechanical numerical modeling and analyses. She has performed geotechnical forensic evaluations for landslides and repair of failed slopes; structural distress induced by seismic events and other adverse geologic conditions; performance of floor level studies, foundation condition surveys, and crawlspace observations for damage assessments.
